Enhancing Public Sector Efficiency through Actionable Cause Analysis: Aligning MVI and Agile Product Development for Value Flow
Executive Summary
In addressing complex public sector challenges such as poverty, substance abuse, and fragmented healthcare delivery, traditional root cause analysis may overlook immediate, modifiable issues that inhibit value creation.
This paper and training outline proposes actionable cause analysis as a pragmatic complement to root cause thinking. Drawing from Disciplined Agile (DA) FLEX and product development concepts such as Minimum Viable Product (MVP), Minimum Business Increment (MBI), and Minimum Viable Improvement (MVI), we demonstrate how actionable insights accelerate feedback loops and enable more effective, value-producing public services.
A case study of the social enterprise Reach52 illustrates the application of actionable cause analysis in improving healthcare access and delivery.
